iTunes won't get Jay-Z's latest

Rapper and President & CEO of Def-Jam records has decided not to sell his latest album through the iTunes Music Store. American Gangster, the artists 10th studio album is described as a concept album, depicting his personal experiences as a Street Hustler. Jay-Z cites iTunes ability to sell individual tracks as the reason behind the decision. It is his feeling that selling individual tracks compromises the albums integrity.

Seems like a pretty simple solution to me. Why doesn't Apple only off to sell the album and not individual tracks. Competitors such as Amazon MP3 is selling album in its entirety, without the option of individual tracks.
